Many times we have people or processes that need to see the compatible parameter database (also applies to the version). this involves giving access to v $ parameter or permits high level, although there are tricks to see a less ofical form. An easier way even more complex is the DBMS_UTILITY package, but you also have to give explicit permission to the user / process.
